Have you checked your disk? SMART parameters, surface scan? E.g. HD Tune, Crystal Diskinfo? Hard Disk Sentinel (trial)?

If you are interested in trying one more thing please try this and post your results, power off your pc, unplug your network connections so that the computer will have no internet connection at all. Now try powering up the pc and use it for a bit. Does the problem with the programs remain or is it gone? If you can try using your pc for a length of time to confirm that the problem is not happening any longer. Again I m going off of somewhat limited amount of info here, but if I knew the answer to that question, it might generate a few other options for you to help pinpoint what the actual problem is.

The only steps left to try will probably seem a bit much. It is interesting that you mentioned that you did not experience those issues on specific builds. I think that you should consider just keeping to one of those builds that you know works well. I would still grab another hard drive and as new builds come out you could put windows onto the new hard drive which could serve as a testing ground until you are confident that the build is stable enough to make it your main. How full is your main drive? Is it an SSD, NVME, or a 7200 or 5400 ? That would be an interesting thing to know about your setup. I had a stutter issue on my setup and I finally tracked it down to being caused by one program called MousewithoutBorders which allows you to control other computers using the keyboard and mouse from my main machine.
