Did you try the inplace repair?

Did MS indicate any pattern in devices that don't work?

    Update and News from Microsoft.

Spoken to MS today about my 2 issues, this System Restore and apps in the store not updating and here is their response:
"These are known issues with the latest update of Windows, and are related.
Microsoft developer are working on the resolution. The fix will be released soon.
The released date has not been confirmed yet. But it will be coming out soon in the coming days."

Not sure whether to mark as solved yet, best to wait until the fix!
I had (still have) a problem with System Restore and Windows Store.

I tried a repair install, and also a clean install (using 1803 ISO), neither fixed the problem! I used the help link in Windows 10 and as my quote above states, MS know about these problems, they are linked and they are working on a fix. No idea about which versions, but certainly it is related to the April 1803 update. Searched the internet and there are numerous people with the same problem.

My Desktop and wife's Laptop on 10 Pro have the problem. Another Laptop on 10 Home is fine!

Thanks for the info... perhaps my issue is related. I wish there was a way to use an online version of MS Windows Store rather than a desktop-based app. If anyone knows of a way to do this, please let me know. I really don't mind using a website to get their apps instead of using the default Windows Store app.

Clintlgm: never mind, after replying to your post, it showed your command lines properly with line breaks here on the forum... must be a bug with the forum software here
It has something to do with the way I paste them in, I paste them from a text file then post and then I have to edit to and repost to get them to line up correctly?? I guess I should just link Shawn's tutorial on repairing windows
