Windows Maps App does not work

When I open the Maps app, I get a very plain screen:
Windows Maps App does not work-maps1.jpg

I'm using 1709 16299.461. If I go to settings, apps, and click on Offline maps, the screen locks up - that is, nothing happens when I click on Offline maps, and nothing else can be clicked on the screen, other that the "x" in the corner to close the screen.

I do not use the Maps app very much, so I have no information about what happened just before the app quit working. What can I do to diagnose and fix the problem?

    Thanks.

    Hi, you can try
Reinstall and Re-register Apps in Windows 10 | Windows 10 Tutorials
from the extensive Tutorial section, which is worth being aware of.

Search for maps, and follow the instructions at the top of the section.

Note: I recently tried this program for the first time, and directions simply don't work for me in that the start address is not found. (Fortunately I use my phone for maps, not my PC when walking around!)

I ran the code in the tutorial, but my maps app is still acting as it was before. Are there other procedures to try?

    Thanks!

The Maps app works fine on my Win10 Version 1803 Build 17134.112, the latest.

Noting you are running the 1709 build, you have two basic options. Try to repair what you have, which might require an in-place upgrade repair install of 1709, or hope it works after upgrading to the current build, 1803.

The first requires a similar procedure to the second, but a 1709 iso.

A 3rd, noting you don't need it, is just to wait. And eventually upgrade.

I like door #3. I'll just wait a while to see what's behind the curtain.

Good choice. Patience can be its own reward.

This is a new one. Maps would splash on screen for a couple of seconds and leave. I reinstalled it and it worked for a while then it started the flashing again and the same thing continues to happen.

    Code:
    Add-AppxPackage -register "C:\Program Files\WindowsApps\Microsoft.WindowsMaps_10.2011.6.0_x64__8wekyb3d8bbwe\AppxManifest.xml" -DisableDevelopmentMode
