You can't, it's hard coded into MS Paint. You are apparently on 1709, in 1803 a Product Alert now appears next to 'Edit with Paint 3D' in advance of MS Paint being removed in the next release of Windows 10 (1809?), to be replaced by a Store app.

If you want to make a backup copy of MS Paint while you still can (or even the 1703 one if you still have it) then this is how...

There are two files you require: mspaint.exe and mspaint.exe.mui. The first can be found in C:\Windows\System32\ the .mui file is in a language-specific sub-folder of System32, for a US English install that would be C:\Windows\System32\en-US (for me it's C:\Windows\System32\en-GB).

Copy mspaint.exe to a folder of your choice (I have made a 'C:\Program Files\Old Windows apps' folder). Create the en-us (or en-gb, etc.) subfolder in your chosen folder and put a copy of mspaint.exe.mui there. You can now create a shortcut to run Paint from this folder.

The advantage of using a folder other than System32 is that your mspaint will never get replaced/removed by an upgrade. In fact, you can keep different versions in separate folders and run them simultaneously if you wish, as I have done here with the 1709 and a previous version. Spot the difference....

1803 is the 'April 2018 Update', the new version of Windows 10. The rollout started at the beginning of May, and windows update will get round to updating you sooner or later (but could be a month or so before you see it). In the mean time your 1709 will continue to get all the latest security fixes.

The next version is six months away and is likely to be version 1809 if/when it arrives. MS Paint is due to be removed then.

There's little obviously new in 1803 apart from Timeline. Edge gets a few more features, more settings are moved from Control Panel into the Settings app. More here....

Homegroup was the most significant thing to be removed in 1803.
