Note that the properties page from both are different from yours since you did not download from their official site but copy from another source.

Apparently. Windows changes the security settings on the file and blacklist it so you'd get different properties page.
I downloaded direct from https://www.ccleaner.com/ccleaner/builds Isn't that the official site? Where do you download from?

Still don't understand why SmartScreen lets me download from the official site and Windows lets me run it and update my CCleaner successfully. I see none of the problems you apparently have with the installer.

However, I was mistaken not to include the .EXE file.
And .ZIP files (and the files you extract from a Blocked .zip inherit the Blocked status).

For info, a Blocked file has a Zone Identifier stored in its alternate data stream. Sysinternals Streams can tell you the names and sizes of any named streams. Knowing the name, you can read the data.

Name:	alternate data stream.PNG

The numeric values for the most commonly-encountered zone identifiers are
    Identifier Value
    URLZONE_LOCAL_MACHINE
    URLZONE_INTRANET 1
    URLZONE_TRUSTED 2
    URLZONE_INTERNET 3
    URLZONE_UNTRUSTED 4
    https://blogs.msdn.microsoft.com/old...104-00/?p=2753

Any file downloaded from the internet should get a 'ZoneId=3'. Unblocking a file deletes the alternate data stream.

Here; No I noticed this after I did a clean install of Windows 10 in either Jsnusry or February. It was either soon after when CCleaner had had that one buggy version that had malware inside it and then on the very next version they released that was fine.
I always save all my downloads and when a new version is released I incinerate the old versions setup file just before I click to save the new file. Then I move each one into their own folder inside the downloads folder.
Then the next time I did a clean install of Windows 10 Asus had released the first UEFI Update for Meltdown/Skylake for my motherboard.
The new UEFI version was in place prior to the UEFI and new fixed CCleaner download.
After the clean install, Windows Updates, driver installs, with numerous restarts after each. I then install Unchecky and move onto games and software installs with restarts after each.
The saved CCleaner setup file. and it repeatedly failed.
After every clean Windows install, I'm in the hababit of re-taking ownership of all documents, downloads, music, pictures and videos.
That process I do before anything.
That was the first time ever I couldn't use CCleaner's setup***.exe file ever in years.
I incinerated that file and re-downloaded that same version directly from Piriform again. It failed again.
I followed that same incinerate old download, redownload file again and try install again. 5 straight fails. Windows kept spitting up some error message, not the uac prompt. I got the uac prompt everytime, clicked yes and then Windows repeatedly spit up a error message.
I restarted my pc, went back to Piriform's CCleaner site and just clicked on Run, instead of Save and it installed on the first try.
Ever since then, that's the only download I never save in Downloads.
Also in all these times since then it's come to my attention that unlike AMD fixing the Meltdown/SPectre issue with one Update that they gave to Microsoft. Install has had at least 3 or 4 updates, on-top of updates Microsoft has released for Intel cpu's and still more & more is still bugs are being found with Intel cpu's. Microsoft on Tuesday released yet another Spectre Update for Intel cpu's in KB4100347.

Here's the 2 screen shots of both ccSetu542p.exe and ccsetup542_slim.exe from the official site. Note that the properties page from both are different from yours since you did not download from their official site but copy from another source.

You must have turned off zone information for downloads. I know that I've turned it off myself.

Then it's a real puzzle as to why I have no problems running the installer to update my CCleaner.
    (not that I'm complaining)

What gets me is CCleaner download link redirects me to filehippo and that's a circus wanting to install other things half the time. And yet CCleaner does have their own download site https://www.ccleaner.com/ccleaner/download/standard I haven't figured this out yet. It's a crap shoot.
I see there are very good recommendations. I'd like to let you know what works for me w/o using Filehippo.

Go to CCleaners official site CCleaner Official Site | Clean speed up your PC | Piriform
    You will see

It's only part of the full page of CCleaners official site. Save it to your favorites.
When I know or am notified that there's an up date for CCleaner, that's where I update from.
--- I do not use CCleaners update notice itself, just the CCleaners official site listed in my Favorites.
In the process , uncheck Avast. NOTE: compared to filehippo, that's it.

Note: I use Edge, I don't know if it look different in another browser.

@MeAndMyComputer, save yourself the agro of having to remember to untick Avast (or Chrome, it seems to offer different 'extras' at times, just to confuse you into forgetting to untick the box).

This is another, less well signposted part of the official site. https://www.ccleaner.com/ccleaner/builds Bookmarrk that and you can get the Slim installer a week or two later - same CCleaner, but none of the promotional crap.

Thanks Bree. I have noted your prior CCleaner builds link CCleaner - Builds as I was interested in the portable version and now I have more incentive to follow up with the slim version.

One more advantage of the Slim installer. While the CCleaner it installs is exactly the same, there's one significant change in the default settings for cleaning cookies. The Standard installer adds whitelist entries for *.avast.com and *.piriform.com so that none of their cookies would be deleted. The Slim installer doesn't whitelist any cookies at all.

You can of course change the whitelist at any time, adding or removing any as you see fit. I just found it interesting that the Standard installer sneaked in a default to stop you cleaning any of their own cookies. I wonder why?
