I am using windows 10 (64 bit & 1803 version). The problem is that, i try to turn off Background apps then the next day or after i restart my pc, it automatically turns on again! Any solution for this?

That's just a consequence of making the settings change you made via the command line or group policy. Nothing to worry about: it's a status message not a trouble indicator (red color notwithstanding).
