Try repairing from your install disk (Not a fresh install). I would bet that will work, just takes a while.

I wont lose any programs right? I have never done a restore using an install disk before, so I have no idea what changes will be made.
Solution or no, I want to thank you for your time and help.
What vexes me is that I write software for a living and cannot fix this problem. Ugh!

Personally, I'd just do a fresh install..
Resetting lets you choose whether to keep your files or remove them, and then reinstalls Windows. To get started, go to Settings > Update & security > Reset this PC > Get started and choose an option.
Note
If you can't open Settings, you can get to reset by restarting your PC from the sign-in screen. Press the Windows logo key +L to get to the sign-in screen, then hold the Shift key down while you click Power then click Restart in the lower-right corner of the screen. After your PC restarts, select Troubleshoot > Reset this PC.
If you can't get to the sign-in screen, use a recovery drive or installation media to reset your PC.
What it does
Keep my files - Reinstalls Windows 10 and keeps your personal files.
•Removes apps and drivers you installed.
•Removes changes you made to settings.
•Removes any apps your PC manufacturer installed. (If your PC came with Windows 10, apps from your PC manufacturer will be reinstalled.)
So you will have to work your magic on your personal folder again and reset all settings you have changed... and install ALL of those drivers again.

Hey, I was having the exact same problem and was searching the web for a solution. I did everything that was suggested in this thread, but to no avail.
In the end I decided to simply log out of my account in the Windows Store (Open the Store > Click on your profile pic > log out) and then logged back in, and lo and behold, I can download stuff again!
Hope this saves you the reinstall.

It just started working!!! WOW!
I tried a second time at signing out, then back in, and this time it worked! YES!
I have the same issue, I cant install Netflix on any my devices since last Windows updates. WSreset (as admin) doesnt help.Update: Ok logout of store account and login worked... F* MS.
