XPS Viewer was in 1709 not in 1803

The XPS Viewer was in 1709 before the upgrade to 1803 and it is not in Apps and Features. How do I use Features on Demand with DISM to install the XPS Viewer?

    This does not work:
    dism /online /add-capability /capabilityname:XPS.Viewer~~~~0.0.1.0
    See logfile

You can get the XPS-viewer by going to Settings->Apps->Manage Optional Features->Add Feature

I checked and I have XPS Viewer on 1803, I did not have to install it.

This is what Microsoft say about it:

We're changing the way you get XPS Viewer. In Windows 10, version 1709 and earlier versions, the app is included in the installation image. If you have XPS Viewer and you update to Windows 10, version 1803, there's no action required. You'll still have XPS Viewer.

However, if you install Windows 10, version 1803, on a new device (or as a clean installation), you may need to install XPS Viewer from Apps and Features in the Settings app or through Features on Demand. If you had XPS Viewer in Windows 10, version 1709, but manually removed it before updating, you'll need to manually reinstall it.

Thanks swarfega. That explains it. BTW, XPS viewer is very handy for working around Adobe protected file features.

I did all of this BEFORE I posted and none of it works. The Install XPS Viewer 3.43 MB thingy turns the little circle and the applet disappears with nothing installed. SFC /scannow found no problem. I believe in errors: read the dism log I posted, the answer is in the log. "not found" is repeated over and over, for a reason, the XPS Viewer is not on either of the two computers I upgraded from 1709 to 1803.
