Its a bit confusing with all those screengrabs. But i tried opening one of the files with adobe, windows asks me to locate it and after browsing through my folder i end up with an empty adobe folder. As for internet explorer, i can only see a file called ielowutil to open it with, but it doesnt work. It works with edge though, but the thumbnails are so small that i cant read the text.

I find this information helps me but I may have more limited needs:
Enable thumbnail preview of PDFs in Windows Explorer
OP wants a program that will actually open PDF's in a folder in sequence via use of arrow keys. Previews are not really the issue.
I can only find tabbed PDF browsing (each opens in a new tab) but nothing that opens and flips through each PDF sequentially.
I see. Back some years there was a program available that could use a series of files and make a sort of "flip book" but it's been too many years to recall the name.
Well Seer can open PDF's sequentially using the up/ down arrow keys but it only works as a basic viewer.
Program to browse through PDF files
