    Background Apps broken in 1803?

After performing a clean install of 1803 on W10 Pro x64, I've noticed that the "Background Apps" toggle underneath Settings > Privacy > Background Apps keeps turning itself on upon every restart.

Additionally, the "Choose which apps can run in the background" list that was there before is now completely blank.

I've had Microsoft Edge pop up in the Background Processes in the Task Manager a few times now. I never use Edge.

I'm convinced that the whole background apps shebang is broken in 1803 and is universally stuck on "on".

Edit: According to Google I'm not the only one with this issue. Apparently it only happens on Pro?

Still broken in 17134.48, hopefully it'll get fixed in a later version?

This only seems to happen on clean installs, 2 machines I upgraded don't do this and one I did a clean install does it.

There's so very little in 1803, it's probably better to run 1709 for a while longer.

Which machines are running W10 Home and which are running W10 Pro? Everyone that has also reported this issue happens to be running W10 Pro while people that said that they weren't having this issue were on W10 Home.

Try in-place upgrade of 1803. See if the band-aid solution would work.

This seems one of the poorer upgrades from MS due to poor software QA. I'm holding off this upgrade for at least 3 months.

Happens on 2 Home boxes here.

You're right and there's so little in it. Plus I can only see more bugs while the existing ones haven't been addressed.
I feel like installing 1709 again and just waiting.

I just noticed that I have this issue as well. I clean installed 1803 Pro on my laptop last week. Background App toggles aren't remembered after Shutdown/Restart.

According to post #32 here adding a Migrated DWORD with a value of 4 to the BackgroundAccessApplications entry in Regedit will prevent the Background App setting from resetting after a restart. Fresh installations of 1803 don't have this entry for whatever reason while upgrades to 1803 do, which explains why only some of elbeasto's computers were having this issue.

However, my Background Apps list is still blank and Edge still shows up in Task Manager as a background process. Could someone with a fresh install of 1803 check if they have the same issue even after editing regedit?

Edit: someone found a fix in the aforementioned linked thread, yay
