    Same as you on 2 PCs and they both show the reduced functionality Settings menu.

    control /name Microsoft.DefaultPrograms /page pageDefaultProgram
    works for me on 16299... on 17101 what happens?

    In my post #12, there's a green tick - @Edwin- do you see that on 16299?
    Items so marked seem to open Settings - or maybe that was always the icon anyway.

    Everything here opens the Settings App except 'Change AutoPlay settings':
