Why is changing to Schtasks onstart in place of onlogon not working

Why is changing to Schtasks onstart in place of onlogon not working. The schtasks is copying some folders and files from D:\APP to Z:\
(tcc.exe just a better duplicate of cmd.exe and put in z: drive) :

    Code:
    schtasks /create /sc onlogon /tn Desktop/tr "cmd /c cd/d D:\APP&copy/y TCC z:&tcc/c 'copy/u/s TCC z:\&copy/s/y Notepp z:\Notepp&copy/md/y RegWorks z:\RegWorks\&c:\windows\ explorer d:'"/f
I'm sure others will not work too.. Thanks in advance

Not done any scheduled task management for "a While", so cannot help with specifics but for this scenario I would suspect that either some process or resource that is needed is not there until a user is logged on.

Is Z: a network drive? is it mapped by a specific user?

Another could be permissions based where the permissions are heavily "tied down" but assuming that Scheduled tasks onStart runs with System credentials should not be a problem, unless Z: is remote and System is not given any permissions
