That can't be good, whatever the cause, even if it does work eventually. Many people (including myself) would give up if it takes more than a minute or so, so I'd say you at least partially share the problem.

I'm sure we should still be able to log feedback without telemetry - but yes I did leave it enabled when I went through Setup.

Which version do you have? (In the feedback app, look for the 'cog' icon bottom left and you should be able to see the version in there.) I have 1.1708.2831.0 at the moment
When I was testing last night, I updated all Store apps to the latest version available of everything before trying to log feedback. I didn't get anything new this morning for the Feedback app when I checked for updates in the Store - although I guess there could be a new version still rolling out which hasn't reached me yet.
I’m not home to check the version but this morning I got the update so it could well of been released the evening before but I hadn’t been checking store for a while. It could still be rolling out because we have two pcs at home. One got the update and one didn’t

I reported this few months ago. Let's make it more ridiculous.

I have both Windows 10 version on the same PC, x32 and x64, need it for certain programs.

    x32 case
Feedback Hub not working, only circling dots. Updated to the newest version, nothing changed, Feedback Hub not working, it only opens start screen, when I press Add New Feedback, then I got circling dots.

    x64 case
    Feedback Hub works

The network I use is the same. It is probably something in their programing (mean Microsoft) since I assume it wants to connect to some their server but the line in the program for Feedback Hub is not written correctly.

I have almost same situation with Microsoft Store tiles in start menu. In x64 Store changes tiles as it should be but in x32 version I got only starting suitcase tile with no live tile change at all.

Tried every re-register and re-install ideas, but situation with Feedback Hub and Microsoft Store remained the same on x32 platform or better said, not working.

So I tried it on some of the various machines which had problems this evening. Circles going round and round for many minutes - perhaps 20 minutes or something before I gave up.
But curiously another machine (which I also found works on another network earlier today) works on my home network too.

Then I closed Feedback Hub down and tried again on 3 of the machines which were flaky yesterday, and they've all started working and allowing me to log feedback. The only thing I changed was setting one of the firewalls to start logging (in case it was blocking somehow) but didn't change firewall settings and didn't change anything on a completely separate physical machine which has also started working. There's barely any waiting for circling dots now.

So I'm thinking is that it's a combination of change in the way the Hub uses the network (I'm sure it used to be more reliable), and perhaps an ISP issue and/or MS Server issue which have perhaps been fixed by someone in the last hour or so!

Incidentally it confirms I don't need to login with an MS account to log feedback- this is what I get now when I use it on a local account. I couldn't get that screen at all yesterday.

    That's great news, David! :)

I'll bet this is similar to a problem once of Dism /Online /Cleanup-Image /XXXX whereas the MS server wouldn't connect, but finally got it fixed.

    Thank you DavidY and HippsieGypsie.

I still have not working Feedback Hub, only circling dots. Do you have any suggestion what can I do to make it work.

    @dzigibau

Hi. I don't know of any yet, unless David has something. In watching him go through this it looks to me like a system user-to-MS sever issue. If I see any fix I'll be sure to post it here. Good luck.

I don't know I'm afraid - for me it just started working and I hadn't really changed anything.

I had used a laptop on another WiFi network (where Feedback hub worked OK) and then used the same laptop on my home network (where it kept working) and shortly after, the other machines started working. The other thing I did that evening was try to enable logging of Firewall dropped packets on one computer. But it could just be coincidence.

I still sometimes have to wait for circling dots to keep circling for quite a time before it appears.

A bit late, but I'm marking as solved - although I think it was something which got changed on a server or the network, rather than anything I tried.
