I have a friend with an Apple computer who sends me PDF files, that I can edit because she doesn't have a Windows compatible word processor and I don't know what to advise her to use. I can't believe Apple can't create a Windows compatible document. Does Apple have a word processor like Wordpad, that she can use to create Win compatible docs?
She can use TextEdit application which is a part of MacOS. TextEdit works with many document formats (rtf, docx, html...). Treat it as an equivalent of Wordpad.
Or - and better - she can install & use LibreOffice suite as many Macintosh & Windows users do:

LibreOffice works well with odt, docx, and many other formats of documents, and has much more features than TextEdit.
You will probably need to instruct her that it is better to use File/Save option (and select document format in Save dialog) instead of File/Export to PDF.
Btw Macintosh is a great tool for everyday use..

The biggest selling software on Macintosh computers for many years is Microsoft Office for Mac - This provides by design full 100% compatibility with the Windows MS Office Suites. It is of course Not free, but there are many deals for students and special versions of the traditional desktop suite. Also a Microsoft ID does allow access to the online versions for free Office Online | Documents, Presentations more Online for free
Free options such as LibraOffice will work as a translation medium, but may require some reformatting of word documents after transfer with anything other than simple documents so you would need to both use Libreoffice or Word to minimise the work involved ( I am assuming you are using word at present)
The solution you choose, will also depend on the complexity of the documentation you are dealing with, as although the Free office suites have advanced a long way they still sometimes have issues with more advanced MS Office functions
The main problem I think is that she uses "Export as PDF", not "Save"... Which application she uses is somewhat irrelevant if it can handle common formats. (And yes, I personally prefer LibreOffice over that MS one which I must use at work because of Outlook.)
Thats true, and is why I suggested two options to the answer the request for an application that can produce Windows compatible documents - The use of a PDF would suggest a certain complexity of the documents involved so the Use of the Industry standard Document creation software is something that should be considered.
