Do you have a wireless mouse? I’ve noticed this device can prevent sleep & screensaver from activating.

Is this one of the Windows screensavers or a third party? Does preview show the animation?
If third party how old is the screensaver? Perhaps it uses flash which has been removed.
I believe the live tiles feature was removed for certain tiles & the Photos tile is one of them.

Unfortunately I didn’t realise that it seems you need to know the current password in order to change it.
