Instead of a reinstall try an upgrade install and select to keep files and settings.
This will just replace and fix Windows and leave your 3rd party stuff alone.

Also try opening an admin prompt and run
defrag C: /L
L is the trim command, so it won't defrag your disk, defrag is just the name of the executable in system32 for optimize drives.

You can't even do it with command prompt.

The only way to defrag(not force trim) in safe mode is to use a 3rd party tool.

If all drivers and BIOS settings are ok,
try running fsutil behavior set DisableDeleteNotify 0 in an Admin command prompt,
then reboot, and run winsat formal in another Admin command prompt and...
