I misunderstood you. If you mean the CMOS pins then yes. I reset the CMOS with a flat head screwdriver touching both pins at once for a few seconds.

4 - 2 - 3 - 1. I have had 2 sticks in the 1 and 2 slots the whole time without moving them. Maybe try just 1 in slot #1?

Reset CMOS and now computer won't post. Lights on board work, cpu fan spins. No beep. Reboots. Continues on until I hold down the power button for a few seconds.

I used Rufus. The first download of the iso was indeed corrupted. The second looks good I think. On the usb there is a boot folder, EFI, en-us and sources. Plus auto run and boot manager files
