Yeah, I did have to download one of the drivers from Dell, the Windows one worked but it was missing a feature for something, can't remember now. But the old driver worked fine.
Surprisingly Windows had all of the drivers.

Have you tried to reinstall any of the browsers, also try resetting Internet Options to default in Control Panel and clearing Internet Data.
You can stop updates with any version by disabling the Windows Update service.

What method are using to do a clean install
Do it within advanced startup with the command prompt if your not able to login and initiate it.
It's "Chkdsk C: /r" C would be whichever letter your drive is.
Run a chkdsk and fix errors and then do a reinstall. Hopefully your drive can be fixed. May be time to look into getting a new drive though.
Also yours may be like mine where you can use BIOS or UEFI. You have to tell the motherboard to use one or the other.
