Click on the Control Panel tile and it should open up in another tile, then drag the Control Panel Icon out into a blank tile space.

Hmm not sure, there is an option to return everything to "factory defaults" in the app. I just fiddled around with it and I could get Cortana to give the "Cortana is disabled by Company Policy"...
