I would check processes and see if there is something that eats up your CPU :D There has to be something. I presume screen shoot was taken when system suppouse to idle?
Can you post the image from you current UEFI settings in BIOS? Specially about Hard Drives etc. Do you have any other HDDs plugged in currently to the PC?
What PC/Laptop are you installing Windows 10 on?
