Why not on 1803? It's a lot more stable!
That also sometimes happened with older versions of Windows 10 as well. Maybe an update they added to all versions to make it re enable?

Oh it is there? I know someone with the latest Windows insider build and it still has the group policy editor but when they tried to run it, it gave an RPC failed error.

Yes it does exist, since the USB has 32 and 64 bit versions on it. It has both. However I'm going to try to copy the file and do the other command when I get home later.
