They are not identical. Look at the build numbers. Especially the ending number. 17, then 18, etc.
If your using an adblocker it's an ad showing before the adblocker has a chance to block it. Close mail, turn off your adblocker, and then reopen/reload mail. The ad email should be there.
Clear cache for that site. That usually fixes it for me.
Just quote the reply and delete anything you don't want to include.

To add it will update itself by Google when they push it to everyone (which could takes days or even weeks), but manually checking when announced will always trigger it then and there.
If you're clearing cookies/site info after each session Google will alert you for a new sign in the next time you log in. You don't give examples of what the security message is, but I'm guessing it...
