You can unpack the .exe driver setup file using the freeware 7-zip.
Enable the built-in administrator account using option 4:

Once logging in, you can set up a new account for regular use.
You can add a new local account, and then switch to Microsoft account in PC Settings.
After switching to Microsoft account, the linked local account will be inaccessible at the logon screen.
