I went to regedit and under ttf there was nothing. However, i did a search for the chinese application name and it found the following:

I don't think i'll do that.
I installed a chinese font installer software, after uninstalling it, it won't let me install other fonts because the installer is pointing to that old chinese font software and not the stock windows...

The only thing that fixed my problem was reinstalling windows again, and I keep making restore points in case.
I think it has something to do with tweaking the registry. I would link it but I can't at the moment. Search windows 10 update error regedit profile.
