When I turn on my backup machine (Win 10 home, 1607 14393.1480) it installs a printer driver multiple times successfully. How can I mark this so it doesn't continually update?

Trying to access the Windows store. Neither I nor Cortana can find the Store app anywhere. I tried to reinstall all the default apps, resetting the Store cache, running the Store Apps troubleshooter...

OK. I reset Windows. I can now work at both locations. No freezes (so far). Must have been some software conflict, although I still don't understand why it would work at home but not at work....

Logging on as a local user had no effect. Still freezes soon after logon.

bro67 - IT says no restrictions on the WiFi connection. pokeefe0001 - can sometimes start an application (e.g Outlook) but it and everything freezes in a few seconds. Multiple reboots have no effect....
