I did a Win10 "Reset", which put a fresh copy of it on and everything started working correctly. I have to add all the other programs again, though.

My wife's laptop, which upgraded from Win 8.1, has no problem detecting the DVD-rom.

Win 7 had no issue with my TSSTcorp DVD+-RW TS-H653G ATA Device. Win 10 is not detecting it:
