I've worked out with 1909 the PC is still crashing but I got it into safe mode and used display driver uninstaller from guru3d to remove both Intel & AMD driver now have used devmanview from nirsoft...

After some investigating it might be because I'm using build 2004 which is having driver issues with some older hardware. Going to try going back to 1909 iso with a fresh install again.
