I suspect, after an unexpectedly hostile reaction to this unannounced new feature (what do you mean 'you don't like it?' We designed it for you!) it was a case of looking for an existing setting...

Strictly speaking, for the public release shouldn't that be "There will be" when 1803 arrives? 1709 is build 16299, only Insiders can turn it off at present.

You sure? Open IE and Task Manager then shut down and restart. See if you still think it works.
Not for me. That setting is already turned off and the apps like IE and Task Manager still reopen when I shut down and restart.

Actually, while testing/reporting on this issue I've come more and more to rely on apps reopening on a restart. Regedit and IE are both apps that reopen. IE even reopens with my partially complete...
