I had the same problem (there is another thread in this forum about it). Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3189866) released today fixed it for me.

Just installed Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3189866) and it fixed my profile picture issue (MS profile picture is now showing when I auto-logon at bootup).

Just installed updates KB3176934 and KB3176936 - didn't help. Still the generic profile shape/pic.

Exact same problem for me. Auto logon logs me into my MS account and my profile pic shows up in Account Settings and above the settings icon when I click the Windows button - but not on the welcome...
