And... the new August 5th "Cumulative Update for Windows 10" (KB3081424) seems to have fixed this problem.
Kind of, but not really. You can't edit group policies in Windows 10 Home.
I did some more testing. It does appear that enabling Windows Secure Logon is what causes the lock screen to blank out. This did not happen in Windows 8.1. I can't tell if this is an intentional...
