Have it too. Ctrl-Alt-Delete and then Task Manager, find Windows Explorer, right and then choose "Restart" - fixes this without a reboot.

I was using the hide update tool from MS; https://support.microsoft.com/en-us/kb/3073930 - Its great and works as it should - scanning available updates.
But; I can hide updates that seems very...
