Can you play any other .mp4 files on your laptop?
Can you transfer any other .mp4 files from a usb stick?
Can you try resetting those file associations to defaults?

can you try and rename that file? remove the .xml and see what happens?

Can you go to Settings> System>default apps>set defaults by app. Select VLC to handle all extensions that it can by default.

During a clean install, you should be able to delete all partitions. That would take your drive down to a 100% unallocated state; however, this would nullify any OEM key or recovery functionality...
