OK, so there can be multiple reasons why this occurred. I assume I indeed used an older Win10 installation media and then had it update itself to the latest.

Thank you for your aid everyone. It's solved. I ran a boot trace first with the WPR but didn't understand the outcome. So I decided the less productive option of simply starting to disable services...

Well actually I already knew that rebuilding the cache didn't help because I am fairly knowledgeable around basic Windows stuff and thus always check the most common ones :)
Nevertheless...
Never mind, I've found it. The issue is with 3rd party software from Stardock; Start10. It creates low res icons instead of hi res. Creating Icons from the original Windows Start Menu solves it.
