Slartybart I downloaded a new ISO and burned it to a disc. I put it in the computer and it does the same exact thing as before

I was also reading recently that the graphics card I have installed only supports wddm 1.0 but windows 10 requires wddm 1.1 is this an issue?

Slartybart the machine firmware is bios. The problematic machine originally came with windows xp. since it is about 10:20 at the time of writing this, I will put in the system spec tomorrow.
