Out of curiosity, I uninstalled KB3074683 and 'defer upGrades' returned as an option! So that security update removes this option if anyone is interested.

I ran the 2nd option reg merge - but so far I see no changes .. this is for freshly upgraded 10240 win 10
oddly enough before I could get the updater working for win10 I had the option box 'defer...

can't believe this too cannot be shut off!
