No it doesn't. I already checked it. Windows 10 RTM setup doesn't give me the option to do a custom installation.
Because that guide is from last year so it refers to preview builds.
Microsoft probably removed the ability to mount a Windows 10 RTM ISO and run the setup from there to install it as dual boot....

The index seems to be common to every user. So switching user accounts shouldn't have made a difference. Whether or not that is a good design is a separate topic of discussion.
