Downloaded the 19043 insider iso and did an in place upgrade. Could then install the 906 patch.
If you ran dism /cleanup-image on 899 that is why 906 fails to install.
Re-install windows, ha.

That's just the optional updates that are usually released in the 3rd/4th week of the month. We will still be getting builds and patch Tuesday security update.

It's because 2004/20H2 share the same patch files, just like 1903/1909.
