Should I delete the problem user accounts if the problem doesn't come up again? And if so, what's the best way to move files and apps to the newer user?

I just created a 3rd account via the 2nd account and it seems to be working fine
I've done that. It stops for a few minutes then the problem persists. Same thing indicated in event viewer

I also created a new user account and within 2 minutes, the problems started there as well.
Ok. Even if the corrupted account was the original (administrator?). Should I still attempt the upgrade? Thanks.
