Been watching this for almost a year now. I've turned Silent Cleanup off. Disabled it. No more DISM folders unless I use Settings as described above.

NEVER deleted them for me. Would always leave an empty EN-US folder and dism.exe. Would delete the other files. And these would build up over time for me.
