I was searched for this solution a whole month, and today it finally works!

Just tested, Mail App can work without BITS and Windows Update Services.

Open Task Manager, go to Performance tab, hit
"open performance monitor"
Open your mail app
Click on Refresh button
Go to Network Tab in performance monitorand search for HxMail.exe, if it exist...

This solves problem.

I was just a folder in HKEY_CLASSES_ROOT/*/shell/RunAs
I deleted it and every thing become normal.

Why I have "Run as Administrator" on all files context menu, it is supposed to be just on executables and batch files, right?
