Cross language upgrades are not supported

Huge difference between upgrading to another language and have access to all the language packs.
You can't choose a different language DURING upgrade....

Have you tried Windows 10 Insider Preview?
I installed the english version and have access to different language packs (not danish, yet).
But if we have the possibility now, why shouldn't we have...
