Doesn't seem to be it. The "desktop" doesn't even come up in Tablet mode. However, it works now and I can move icons, so I think we'll say you fixed it! Thanks!!!

Where do you find "Tablet Mode"?

ETA: I found it. It was already off. I turned it on, then back off. Now the problem is fixed....

I also updated to Windows 10 with Stardock Fences (2.10) already installed. I got the same problem as you did where it would show a black circle with a slash through it when you tried to move...
