Maybe I got it all wrong but I thought badges means that the taskbar button shows text on it, like for instance, the Google Chrome button will show the name of the webpage you have open.
I have small icons off, badges off, the registry entry is set to 0, but I still have badges. See screenshot. You shouldbe able to see the registry and also the taskbar showing badges.
