Seems that your current setting is using a refresh rate of 64 GHz (not 60, that's why it's erroring).
Try going into Settings > System > Display, then click on the monitor in question...

This crash dump actually has nothing to do with ntoskrnl.exe. In fact, the fault has to do with win32kfull.sys.
