The second machine I just finished a clean installation on was on an OEM copy of W7 Ultimate from my old work and it's activated perfectly.
You have to to turn it on/off in your BIOS settings.

You have to perform an upgrade from 7/8 to 10 first. If you did a clean install and missed that step then authentication will fail. The only option is to reinstall the old OS and start again.
