That only appears because I completely re-installed my desktop from a thumb drive.

Right click on desktop item.
Select Properties
Go to General tab
Put a check in the warning located near lower right.

I tired of having to always click yes. If I didn't want to open the link I would not have clicked on it.

Did all that. Flash Player comes back even with no internet.
Did both #17 and #18 above.
Flash Player returned upon re-boot.
