I've done all that, and on the surface it looks like english, but there are deeper bits, like all dos commands that report in spanish, and parts all over the computer management in spanish.
My son was given a laptop from a Spanish friend, and it was set to fully Spanish.
I worked my way though the usual to change it over to English, and have got it in English for the most part....
It was a normal admin account, but something went wrong with it when my son logged in. Maybe because windows 10 was an upgrade from admin account on windows 7, it was never tied to a Microsoft...

Oddly, if the programs appear in most recent used, then you do get the recent files list. Or if you pin to the task...
Updates and service packs will bring it up to the same level regardless the build number when you install it (or did previously), are you saying that's not the case for win10?
I don't follow that, by upgrade to a newer W10 release, do you mean a full install, or just the usual service pack type update?
