I don't think that's the issue - otherwise the USB flash drive would be running at 3.0. Does that make sense?

Ah, good idea. I plugged in an ADATA UVI128 USB Flash Drive that is supposed to be USB 3.0, and it does the same thing, shows up as USB 2.0:

I just added a Wavlink USB Hub, 4-Port USB 3.0 Hub, and it seems to be operating as a 2.0 hub.
