I had the same issue getting stuck at 98% for 21390..

The fix for me was to download the latest insider ISO, which was the one before 21390, forget the exact build...

I did an in place upgrade...

My PC also said that it wasn't able to run W11...

I went into the BIOS and found a setting "TPM - discrete" and changed it to "TPM - firmware" and now it says all is good...

So I think a lot...

Have you tried swapping the plugs? See if you can just unplug and switch places on the video card...

Have you tried a clean install? Doing a clean install with all up to date drivers should fix the issue unless there is some third party program with a memory leak that you're using. I know people...

You could try and do a reset... Settings/Update & Security/ Recovery....

It should do 1803 now. I always use the windows ISO downloader so I may be wrong...

I agree with where Masterchiefxx17 is going, it sounds to me like an unstable overclock... On a stock machine it could simply be a not getting enough voltage. I would comb thru the BIOS and I bet...

Sets is Microsoft's version of tabs... So just like tabbed browsing on the internet with Chrome or Firefox or whatever, you'll have tabs in your other programs as well....

I always recommend people to disconnect all other drives when doing a clean install.. Just for that reason. Good thing you had a backup!
