I had to add the Reg Key and it immediately worked for me. No need to restart Explorer.exe or sign out/in.

I had built a Windows image using Enterprise build 10240 but prevented Windows from obtaining updates because I needed to use CopyProfile, which at that time would break Cortana. Now that build 1511...

And Cortona/Search is broken still after updates?
